Council consults on planning guidance

Moray Council has prepared further supplementary planning guidance and is currently consulting on draft versions of these documents.

Proposals for housing in the countryside were issued for comment last month and this is now being followed by proposals in two other areas - urban design and development briefs.

The urban design guide is intended to promote good practice in the layout and design of new developments. It follows on from Scottish Government policies to encourage the provision of high quality residential areas which create attractive, lively and well-connected places in which to live.

Among the key features are reduced dominance of roads and vehicles, distinct public and private places, natural surveillance, increased walking and cycling opportunities and social interaction.

Development briefs have been prepared for three sites – Seafield Place in Cullen, Seabraes in Portknockie and Morven Crescent in Findochty.

These sites are already designated for residential development in the Moray Local Plan and the briefs provide additional technical detail regarding their development and expand on the relevant Local Plan policies that will apply.

It is hoped the briefs will stimulate interest in the development of the sites and promote a small level of growth in these coastal communities.

Councillor Stewart Cree, chairman of the council’s planning and regulatory services committee, said: “These are the latest in a series of guidance notes which expand upon aspects of the Local Plan.

“By doing so, the council is providing at the outset more detail on how planning applications will be considered and what is required and expected from applicants. This should lead to more consistent understanding and interpretation of planning issues on all sides.”

The consultation period runs until January 22 and all comments received will be reported to the committee prior to the documents being formally adopted by the council.
